Ho Chi Minh Communist Youth Union (hereinafter referred to as “Youth Union”) is a political and social organization in Vietnamese political system. There are four levels of the Youth Union system: central, provincial, district and commune. Normally, the assessment of  the effectiveness of youth union missions (activities) is mainly based on the reports of the provincial Youth Union periodically. That assessment is not accurate, mainly based on emotions. Thus, this has a negative effect on making decisions of Youth Union leaders.
Confronted with that situation, in recent two years, the Youth Union has been applying the indicators to resolve these weaknesses on evaluation of all youth union organization’s activities. Annually, based on the indicators, the provincial youth unions make the self-evaluation of their activities by scoring and providing the necessary evidence and report to the central of Youth Union. By so doing, the evaluation in the youth unions has been fairer, more accurate and effective. However, the use of this indicator is very short; thus, there is a need for careful and thorough study on user acceptance on this indicator. There are two questions:
- How to exactly examine the factors influencing the user acceptance of the evaluation criteria of youth union system in Vietnam?
- How to revise the criteria appropriate for the actual situation?
The goal of this thesis is to research and find out the answer for these questions.
