There are many factors affecting the training of human resources with high qualifications. In this thesis research is only a number of factors affect teaching quality of lecturers are:
•  The division of labor of the administrator.
•  Remuneration policy, wages, bonuses of executives
•  Infrastructure for teaching
These factors can be called external factors affecting faculty or may be called service elements.
This research comes from the direction of the Government of Vietnam in the formulation development of teachers
Documents used for research are:
(1)  Resolutions and Decisions of the Party and the Government of Vietnam,
(2)  Books, Magazines reference of Professor Dr.-known in Vietnam
(3)  Research Methodology: Research for qualitative and quantitative, data investigated in this thesis surveyed in College of Natural Resources and Environment in Hanoi,
Using SPSS software, Microsoft Office (Excel) to analyze data. This thesis report details the results of survey research, statistical analysis of factors affecting the quality of faculty teaching This thesis is the basis for the management of Natural Resources College of applicable environmental Hanoi part in the construction and development of school teaching staff.
