Abstract: The industrialization and modernization of the country requires to have the science and technology (S&T) human resources. For Vietnam, the financial and natural resources are also limited so human resources obviously play a decisive role. Thesis "An empirical study on improving the quality of human resources at the Vietnam Academy of Science and Technology" at the present period is very significant.
Vietnam is the overpopulated country, but if not trained; underdeveloped science and technology that will be heave burden to place on the population. If the human resources are consideratedly trained, it could be the quality S&T resources that will directly impact on socio - economic development of the country. So the political reports at the Eighth Assembly Communist Party Conference has had pointed out: education - science and technology are the top national policy, the general direction for the coming years is to develop S&T human resources to meet the requirements of industrialization and modernization of the country.
In fact, the social and economic development depends on many factors, many conditions but most are still primarily dependent on science and technology manpower. The above – mentioned affirmation is more and more true to the circumstances of our country today. Therefore, more than any other resources, S&T human resources occupy the central position of socio- economic strategic of our country, this is the resource of all resources.
Thesis "An empirical study on improving the quality of human resources at the Vietnam Academy of Science and Technology" was conducted on the basis of arguments and surveys to bring out the solutions of S&T human resources improvement. We do hope that this research will somewhat help the managers of science and technology to have ideas to deeply research on human resouces during the period of industrialization and modernization today.
