Abstract: Human resource plays as a central role in establishing the organization and help the organization survive and develop in the market. Importance of Human resource in the organization comes from the important role of human. People are components should be organized, operated and decided to organize the defeat of the organization. Manpower is one of the indispensable resources of the organization should human resource management is an important field of management in all organizations. On the other hand, management of resources will not be effective if the organization is not well managed human resources, because to manage all activities are performed by humans.
In education, particularly in schools, human resource management is the management team of teachers, employees and staff, especially teachers because teachers are critical force, the decision to the training quality of the school.
This research carried out solutions to attract human resources for teaching high quality at the school, plans and fostering professional for teachers of Ha Long College of Art Culture and Tourism to improve the human resource quality responsible functions and tasks of the college in training qualified human resources and capacity suitable with the requirements of economic - society developed in Vietnam.
This study has identified a model including the factors determining the success of the process management of human resources quality in Ha Long College of Art Culture and Tourism. Through research results, author has convinced the college board of manager to apply this model to study recruitment strategies, training and human resource use in the college develop orientation to 2020 with target training and effective use of management staff, faculty and staff of various departments in the college, contributing to supply training service with high quality human resources for the labor market.
