|Abstract: ||The great breakthroughs in information technology, telecommunication, and information are playing a role as a motivation to the positive development. The scientific-technological revolution and its achievements are contributing to make changes promptly and deeply in every aspect of social life, becoming an integral tool in many fields of action such as: applications in management, researches, supporting professional work and exchanging information... Especially, it becomes important to the fields relating to knowledge, information, documents... like library activities.
Some countries such as Thailand, Singapore, China, Japan... have built the models of electronic library – digital library, there is combination among the school libraries through network. In Vietnam, although many schools have connected to Internet and informatics is taught at every level, it is difficult to find a perfect library in the true sense of the word at high schools in Vietnam. Having computers to look up online index or access book index on computers is the dream of many teachers and students.
The truth nobody can define is that the library plays an important part in raising teacher’s quality of teaching, cultivating basic knowledge of library science and building self-study, self-searching habits for students to change the methods of teaching and studying step by step. In addition, the library participates actively in cultivating political thought, establishing a cultural lifestyle for school staffs.
After doing survey on applying IT in managing and using libraries system for Secondary schools, this study discovers that building an information system of managing library in the schools has not been appreciated, investigating requirements for information of students has not been conducted in all schools. Besides, this work has not been operated seriously. With the hope of contributing a small part in the general development of secondary schools this research suggests that it is extremely necessary to upgrade library systems of secondary schools, apply concretely information technology in library management to establish an information system, computerize library management work as well as manage books and information among lower secondary schools in a district-level educational unit following the tendency of integrating, exchanging and supporting, helping the libraries easily approach teachers and students every when, everywhere to meet the current information society’s high demands.
